Having selected Industrial spec PICs for a high altitude avionics project,
I'm now trying to source a reasonably priced -40deg 78L05 or equivalent
regulator. But so far without success.
Will the 0-85 deg spec ones operate satisfactorily at low temps, or should I
use a zener setup?

What makes you think you'll find a -40¡ rated Zener when you can't
find such a regulator?
I *suspect* the ordinary ones might do (after all, if there are
ordinary and low temp parts, they're generally all from the same
manufacture, just tested and *characterised* for the extended range).
IOW, the specs may not be guaranteed, but it'll probably work close
enough. (Disclaimer: Not a chip expert!)
