2mA. When I use 4049 or 4050 to make level conversion current rises to near

case it worked but it is far too high according to microchip specifications.

Why dont you just use an op-amp in non-inverting mode with a gain of 1.8 ???

Use a rail-to-rail op-amp such as the OP-184 (single) and connect it to 9V or
