I saw in MC Journal an article of a PIC module, and it's
picture. Quite small, but why not load it with more.

( using PIC16F84 )

I have few 28 pin sockets, and why not use them as
a connector to app board. To make the thing useful,
it should have built in LCD connection without using
many IO's. By using shift registers (4015 or two).

Now here's the question: Can I safely program PIC in
app, when it's clk and data are tied to the clk and
data of shift register?

Yes, I would only recommend 74HC164 instead of 4016 and using the display in
4 bit mode. In this way you can control the display using only 3 port pins.

Why not use an I2C LCD? Then you only need two lines.
