I have tried to build quite a NOPP kit for a while and I still have some
problem with it. If I only connect the 12.3 volt (13 mAMP) power to the kit
I always get a 33.4 volt at MCLR and the amperage stays the same!

The following is the 2N3904 measurement
Vcb=22.4 volt; I=0.271mAMP
Vec=34.0 volt; I=3.66mAMP
Veb=0.00volt, I=0.00mAMP

The following is the total measurement at the power connection.
V =34.0 volt; I=13.0mAMP

This really puzzled me since it seems current stays the same and voltage is
almost tripled (energy is not conserved!)  I know something must be wrong.
could any pertinent experience be shared with me ?  I would really
appreciate your help!

I just tested my home made nopp.  With all the excitement I loaded the Demof84.hex(led chaser), it some how returned an error when I tried to verify the program.  The message is:
failed at 0000.  expected 3000, found 3fff.

I tested the programmer before I put in the chip16F84A-20I/P and it was fine.  can any one tell me what's going on ?
Your help is greatly appreciated!

The Circuit is so simple that the most likely problem would be the power
supply,
as the error failed at 0000.  expected 3000, found 3fff.  means unprogramed
address was returned.

I have two power supply one is 13.4volt/26mA and the other is 5.4volt/46mA
both are noload values). The thing is it passed the test procedure that Mr.
Covington posted.

Hi, i got the same problem before...accdg. to M. Covington ,it is a data
comms problem, it's better to check your connection from the programmer
to parallel port...BTW, how long is your cable, the shorter the better.

Yes this is possibly the problem as the error code returned means
unprogramed location

Thanks for the a few help hints from Arthur and Alan.  I did have a long
(4~6 feet) serial cable.  I now cut it to one foot and it still return the
same error mssg.  I am really banging my had now.  Any suggestion how to
check the comms from the programmer to the computer?
