'ext clock in RC mode'

Has anyone tried stuffing the output of a canned crystal oscillator into a
PIC running in RC mode? I'm interested in running the PIC and at the same
time getting a 1/4 frequency source from osc out for external use.

No
But I have used a 20MHz osc on a 16c74 in xt mode.  It was weird.  All my
outputs started to twinkle.  This is fine if you want xmas lights but not
normally.  The chip got pretty hot too.  Be careful when using the wrong mode

How about two 'voltage doubler ladder' (a cap-diode ladder)? This is
also a frequency divider. You could probably run this directly from the
osc out pin.
You'd have to bring the voltage down, of course.
