I want to use a pin as a control.  It needs to be able to go High
and Low.  So far so good.  How would I make that pin neither
High or low??  I dont want to ground it or connect it to Vdd
through the PIC. Would that be done by making the pin an Input??

You got it!

Set the TRIS bit for the pin to make it "float".
