I'm afraid you've got things quite a bit backwards here. Calling
SetCursosPos(x,y) is fine for an application, but really isn't how the mouse
driver does its thing.

You'll actually need to create a mouse driver to do this, which runs as part
of the operating system. Try looking at MSDN for the WinXP driver SDK.

This is a non-trivial task.
