Take a network camera for every bulb and a large computer. Make a LAN
and buy a picture recognition system, that checks every lamp in a 2.3 sec
interval. Have a commission sitting once a week to decide if you have to
got a faster LAN, bigger computer and better cameras. Another commission
will have their meetings to decide if this 2.3 sec is often enough.
