It's maybe just a tad more than your budget, but I got a PICSTART PLUS at $149
US by signing up for one of the Microchip seminars.  You get 2 days of
demo/training/marketing and the programmer with one sample '84.

I've got under #100 to spend on a PIC programmer and i'm completely confused

Hi Phil,

Have a look at PicNPro. It does most PICs including 16C5x 12 bit types,
plus some EEPROM chips.

I am planning on replacing the software with my new 'Engine' algorithm
soon, so it should (within reason) be able to program just about
anything.

And of course, you get the upgrades free.

PS. I just spent two days tracking down a problem with the code for the
new programmer and it turned out to be a 'bsf status,rp0' one code line
down from where it should have been :-(

Steam engines may be out of fashion, but when you consider that an
internal combustion engine would require recovery of waste heat by
transfer just before top dead centre then fashion becomes rather
redundant, USE STRATIFIED HEAT EXCHANGERS ! and external combustion.
