Hi Andy,

That's a functional equivalent to an ICL7660 positive to negative charge
pump voltage converter, with the difference being an input range of 4.5 to
20 volts. Pinout is the same.

I located it myself.  It was a Teledyne Components (hence the TC) and I was
able to track it down to the TelCom (new name of same company) TC7662.
