Are you aware that ISD make not only ICs which store speech within the IC
but also Telephone answering directed devices which use external memory
(RAM/Flash/EPROM whatever) and have essentially unlimited capacity.

If not, the latter may suit your needs.

Try invox and oki.  I can't find invox website anymore, maybe they went
broke.  Our company makes a digital answering machine of sorts.  We use
dedicated codecs from rockwell and connexant, and Atmel AT45DXXX serial
flash for storage.  If you are only making one you'll have to accept the
expense.  There are lots of ways, tradeoff between complexity and cost.
