I used around 100pf capacitors & 10K ohms (but I'm guessing). It works.
Check your oscillator programming fuses (did you tell the PIC its an RC?).
Are you using a breadboard? A year back, I had a nasty problem with the
oscillator malfunctioning depending on what was under the breadboard- my
steel desk changed the capacitance of the circuit.
