In the quest of a cheap eraser, a freind of mine told me black lights emit
UV light.  Do the flourescent varietys like you get at a party store have
enuff power to erase a pic if this is true?

Not the right kind of UV. The party lights are longwave, and the erasers
are shortwave.
I don't think those would EVER erase your chip.

No Scott, I have been investigating this topic my self, which started quite
a long thread in this group (JW parts and erasing). It seems that you need a
germical lamp that emits UV C wavelengths (200 to 280nM) this type of light
is harmfull to cellular structures and will cause cataracts in the eyes if
precautions are not taken, i.e. sheilding the lamp so it cannot be directly
viewed when operating.
Germicidal lamps are available from a number of sources (In Australia I
ordered mine from Lawrence and Hanson). It seems a 15W version is ideal and
if a G series that looks like a clear flourecent lamp is used a normal
flourescent lamp batton and associated ballast and starter may be used, but
please ensure that the lamp output is shielded so it can't be seen and it
may be wortwhile to include a safety interlock that stops the lamp if the
enclosure is opened.

It would still work for the party :)

What you want is sold as a "Germicidal lamp"  Check large electrical supply
houses, or medical outfits.
It's glass clear, no coating on the glass at all. It's actually not glass,
because glass dosen't transmit in this band! It's Quartz, which accounts
for (some of) the higher cost.

go look at the blue lamp specials on the parallax website... they have 2
datarase II errasers left for $23.95.
they had 3 but I bought one :)

Years ago I tried to erase a memory chip using one of that black light
lamps used for detecting counterfeit bills. The lamp took about one week to
erase the 28 pins device.

 $20 bucks is not cheap enough for you to spent building your own nice
eraser lamp?
That's what it cost the one I have.

Which is just as well, because they would erase party-goers eyes too
otherwise.

Try to get a 'germicidal' lamp or a 'sterilizer' lamp (replacement for
those barber's / fast food store sterilizers).
