Well,assuming they are genuine, they certainly have initiative.  I
would guess that English is not their native language.

If it wasn't for the fact it would unfairly raise someones hopes, I'd
offer them an interview just to satisfy my curiosity.

At one of the companies I used to work at there is a guy named Mo. Mo
is from Djibouti. He walked to Ethiopia as he wasn't legally supposed
to leave. He was found just short of his destination and returned to
Djibouti. So, he walked again.

Mo was the de facto lead on one of the assembly lines. He remembered
most things about how to assemble our products without notes,
pictures, or the like. He probably would have also written a note
similar to the one you received. Actually, he has enough friends now
that he probably would have had one of them type it up for him, or
even one of his kids. I admire Mo quite a bit, and I really enjoyed
working with him.
