I'm trying to get an answer from someone at circuit specialists (
http://circuitspecialists.com/ ) for an order that has not been
completely fulfilled.  In particular the order was placed 2 months
ago, and the one back ordered component was promised to be shipped by
December 28th (well, the second promise was for that date - original
promised delivery was weeks before).

My calls/emails since then are not being returned.

Does anyone have any contact information or related experiences that
might show me a better way to approach the issue with this particular
company?  They are quickly finding their way to being marked as
'avoid' in my vendor database...

Perhaps the nice weather (sunny, 67F) has caused them to extend their
new year's holiday?

I'm sorry to hear that.

Unfortunately I can only add bad news. I ordered two items from them. I
received the order and noticed one item was wrong, so I emailed them.
They seemed nice enough about it, however they said I had to pay
shipping and they would reimburse me. I had my doubts, but what choice
did I have?

I did ask them to ensure they marked the item "replacement item, no
value" or something to that effect so I wouldn't be charged taxes
+brokerage on the replacement.

Of course, they didn't do this, so when I finally received the right
item I had to pay taxes+brokerage again. Again they promised to
reimburse me. Despite multiple emails+calls they never responded to me
again.

The dollar amount they screwed me out of wasn't that much, but it's the
principle of the thing. I will NEVER do business with them again, and
recommend noone else does either.

The one or two times I've ordered from them I didn't have any issue.
Their shipping did seem a bit slow, but it wasn't out of bounds.

Wow...those guys are still around? I havent used them for nearly 15 years.  Back in the day they were pretty good...but its been a while.
 
 Don't we have a couple of PIClisters in the Mesa area? They can go over and beat on em...tell em they are getting bad publicity to about 3K of engineers.  :-)

I finally got ahold of someone today and they gave... an explanation.
They said this time that we should have it in 2 weeks - hopefully that
holds true.

My experience has been nothing but positive... have bought a lot of
stuff from them (my bench area looks like an advertisement for them).
Only had one order messed up, and they handled it in a prompt fashion.

Since this seems out of character for them, they may have a new employee
which needs to be fired...  Are you able to contact them at all?

Yes, I finally was able to contact them.  The explanation was that
they switched to a new ordering system and the backorder was never
entered in the new system.  They then indicated that though we
followed up in December after the switch and the order was re-entered,
whoever we spoke to gave incorrect lead time information.  I usually
gather names/dates/etc when I follow up, but someone else followed up
so we don't even know who originally 'fixed' the problem for us

Of course there are several holes in the explanation (first and
foremost the original B/O on the old system should have triggered and
immediate vendor order, which means they should have had some in stock
some time ago) but that's all I got out of them.
