Anyone that knows why Quantum DLT7000 drives (could be branded HP, Compaq
whatever) suddenly refuses to rewind the tape completly and refuses to
unload the tape, instead it "reboots" and re-loads the tape again, over and
over again.

Or eve DEC (aka Digital) who developed it and then sold that
division to Quantum...

That sounds like the tape puller may not be disengaging the D-shaped
hole in the end of the magnetic tape leader.

There's a 12-15" long fairly stiff piece, that's like thick mag tape,
that has an arrowhead on the end.  During the load process, the drive
extends it into the open end of the cartridge to engage the end of
the tape (arrowhead goes into D-shaped opening).  When fully rewound,
the arrowhead has to disengage.  If it doesn't disengage, then the
tape may get loaded again.

It's been several years since I did repair work on DLT drives, but
that tape puller piece was usually all that would mechanically fail.
Run it with the covers removed and watch to see what happens when
you request a rewind & unload.

It rewinds the tape just to the part where the holes in the tape is (not the
leader) (probably BOT) then it stops, and winds it forward again.
It seems that for some reason it doesn't know where the tape begins.
