EPRoms are not an active device that you have to initialize - You can
read all the contents off an EPRom pretty simply, see for example
http://www.zws.com/products/epromr1/index.html which just uses a pair of
4040's (it's not "professional", and I haven't built it - it'll give you
an idea on this though.)  You don't Initialize an EPRom - you DO have to
enable them, though (~OE and ~CS), then it starts outputting the cell
contents the addresses point at (soon as the data propogates through -
see data sheets and chip's timing markings.)  I've seen more than one
"LED Matrix Sign" years ago (74xx series logic, 1970's) that just used
counters to drive an EPRom and shift registers the output byte to give
multiple columns of output.
